UFL appeals committee decision could decide the final standings in UFL.


Stallion Fc , Kaya , Pachanga Diliman and Ceres Fc have protested to UFL, that Minegishi and Otomo from Global Fc are ineligble to play as filipinos in UFL.

"The UFL Appeals Committee has established that Global FC is responsible for using a falsified document and decided to expel Global FC from the competition in addition to a fine. Initially the decision of the Appeals Committee appeared to be in compliance with the FIFA Disciplinary Code EXCEPT THAT GLOBAL WAS BEING EXPELLED FROM THE UFL CUP AND NOT FROM THE UFL LEAGUE WHEREIN THE VIOLATIONS OCCURRED.     2. Magaling ka mareklamo, pero wala kanamang matinong solusyon na maioffer. Sino magsusponsor sa sinabi mo? Ikaw kaya? UFL was started by commercial clubs, which allowed our local players to be exposed to a higher level of football. Kung pabaranggay baranggay lang, hindi magiimprove ang mga local players natin, saka bubug na naman tayo sa international tournaments. Kaya nga walang magsusponsor before sa PFF. Wala nagrereport sa national teams at walang advertising to help fund national programs dati. Ngayon meron na, iyong so called Pinoy diyan, walang magawa kung hindi mainggit at magreklamo.

Global lng naman sa kanya d ba? at bakit mo nasabi na nag eexpose ng local players to a higher level ang Global? ilan ba ang homegrown talent dyan naglalaro sa kanila at ilan ba ang foreigners at yung ni recruit nila na mga hilaw na pinoy?     5. It is not just Global. Ask the local players on the other teams. They have improved a lot because of their exposure to stronger players. Competition brings the best in all of us and it is but natural that our domestic players will try their best to up their game to keep up. Before the UFL, most players after college had nowhere to go to continue their football career. Now they have an option to keep on playing.

      Yeah right. How many college players from all over the country will get a chance to play in the UFL? Not many! Most UFL clubs would rather spend big bucks on average foreign players rather than signing and giving a college player a chance. The UFL is a small league. How many college players are there? There is no room for over 90% of the college players in the UFL. So what youre saying is just BS.

      What the future of Philippine football needs is a nationwide league with conferences, sanctioned by the PFF, and not by rich men like the guys behind the UFL.

    7. Of course a national league is ideal, and should be the ultimate goal, but you have to make sure you can make it work financially. That is why the PFF is not rushing to creating one financially. The PFF had tried creating professional leagues in the past only to see it fail time and time again. Many of the UFL's clubs want to join a national league. Because the Philippines is an archipelago, they need to consider the logistical challenges of increase air or boat travel costs to make it work. Even basketball failed at this task.

    8. I know that. Logistically, its a huge task. It takes a lot of effort. I dont even know if the time is right for this. Ever since UFL has risen in popularity, it seems that the PFF has scratched all of their tournaments.

      Where are they? Where is the national PFF tournament? This is not good for the development of the sport.

      Hopefully the UFL can expand also. Maybe some of the richer clubs can play some of their games in Visayas and Mindanao. They can afford a game or two away from Manila, specially when you see how much amount theyre spending on different things, and also wages. It would promote the league as well.

    1. Or people trying to bring him down. Oh well. Fyi, Global was found right in the Rufo case, and Stallions, particularly Ernie, was adjudged to be on the erring side. Global just didn't publicize it, due maybe to 1. Respect for stallions and league and 2. Rufo already left the club due to ineptness and delays of the UFL. Imagine the case was decided only after more than a year. And they expect the player to sit out every tournament? Guilty until found innocent??

      So yes, Global was exonerated of any wrongdoing (like in the minegishi case too!) In the past. And the fact that other teams are filing these cases doesn't make Global cheaters.

    1. Otomo played in a friendly and not in an official FIFA approved tournament so there shouldn't be any problems. He is half Filipino, but his passport was not probably ready yet.

    1. The Appeals Committee seriously erred when they overruled the decision of the UFL Disciplinary Committee in deducting 9 points from Global FC for fielding an ineligible player.

      The UFL Tournament rules mandate that if a team fields more than 5 foreign players during a match this would be a breach of the UFL ineligibility rule with the appropriate sanction of forfeiture and to award the match to the opposing team with a score of 3-0 or possibly more if the score at the time of stoppage shows a greater number of goals for the club declared the winner.

      FIFA Disciplinary Code Article 45 mandates the same thing. If a player takes part in an official match despite being ineligible, his team will be sanctioned by forfeiting the match and paying a minimum of CHF 6000.

      The function and decisions of the UFL judicial bodies are governed by the UFL Tournament Regulations and more importantly the FIFA Disciplinary Code and other FIFA applicable laws and codes. All decisions taken by the UFL judicial bodies’ must be justified with the specific provisions of the FIFA Disciplinary Code and the UFL Tournament Regulations on which the decisions were based. The judicial bodies cannot make decisions that are contrary to the above regulations and codes.

    2. The Disciplinary Committee's error was graver even when they declared Otomo as ineligible. reading the comments below, it was UFL who classified him as Filipino and not Global. In fact, they signed him up as foreigner.

The UFL Appeals Committee concurred with the UFL Disciplinary Committee that Global FC violated Article 61 of the FIFA Disciplinary Code by using a forged or falsified document (Birth Certificate) and was not eligible to play as a Filipino. The sanction imposed on Global FC by the Disciplinary Committee and the Appeals Committee differed though.

    The sanctions imposed on Global FC by the Disciplinary Committee are as ff: (1) forfeiture of all matches by Global FC where the presence of Otomo on the pitch during a match would made him the 6th foreign player (2) Otomo was sanctioned with a 6 match suspension (3) Global was sanctioned with a fine of P250,000.00 pesos.

    Based on the FIFA Disciplinary Code Article 55 INELIGIBILITY if a player takes part in an official match despite being ineligible, his team will be sanctioned by forfeiting the match and paying a MINIMUM fine of CHF 6000 (Swiss Francs) equivalent to roughly P283, 589.00 pesos.

    FIFA Disciplinary Code Article 61 FORGERY & FALSIFICATION Paragraph 1 provides that anyone who, in football-related activities, forges a document falsifies an authentic document or uses a forged or falsified document to deceive in legal relations will be sanctioned with a fine. Furthermore paragraph 2 states that if the perpetrator is a player, a suspension of at least six matches will be pronounced in addition paragraph 3 states a club may be held liable for an infringement as defined in par. 1 committed by one of its officials and/or players. In such a case, an expulsion from a competition and/or a transfer ban may be pronounced in addition to a fine for the club concerned.

    One of the reasons why complainants Kaya Fc, Stallion FC, Pachanga FC and Ceres FC felt compelled to lodge an appeal was because they felt that the decision of the Disciplinary Committee was not in full compliance with the FIFA Disciplinary Code. The falsified document was submitted to the UFL by the Liaison Officer of Global FC therefore Global FC should be held liable for using a falsified document hence should be expelled from the League. Falsification of documents is considered by FIFA a grave offense as stated in the FIFA Disciplinary Code Article 136 and obviously is likewise a criminal offense.

    There are also some speculations that Mr. Palami as CEO of Global FC and also an officer of the PFF may be subject to disciplinary sanction on possible violation of the FIFA Code of Ethics particularly on falsification of documents.

    The UFL Appeals Committee has established that Global FC is responsible for using a falsified document and decided to expel Global FC from the competition in addition to a fine.       They made a mistake in punishing the club and not the league who unilaterally made Satoshi Filipino without basis and without any document.

  8. The decision of the appeals Committee does not make sense at all and only creates suspicion that the judicial bodies are being influenced by certain forces in power.

    Otomo was not registered and not listed in the official roster of Global FC for the UFL Cup hence he didn’t play a single match in the UFL Cup. The ineligibility of Otomo to play as a Filipino and the falsified birth certificate of Otomo occurred during registration period of the UFL League and during the 1st leg of the UFL League. It doesn’t make sense to apply the sanction of expulsion in another competition such as the UFL Cup.

    In the Minegishi case both the Disciplinary Committee and Appeals Committee decided that Minegishi was eligible to play as a Filipino Citizen. The decision was based on one document only the Report of Birth which was reported only on October 24 2014. The authenticity of the document is also being questioned.

    It is the opinion of the complainants that a Report of Birth is not a document considered to proof ones nationality. Even if Minegishi mother was/is Filipino Minegishi presently an adult must apply in his own capacity for recognition as a Filipino Citizen under existing laws.

    Based on existing Japanese law a child born in Japan of mixed parents would be eligible for both Japanese citizenship and the citizenship of their foreign parent (for most countries). However, when the child becomes an adult, the picture would look a bit different.

    Unlike many countries who tolerate dual citizenship, Japan chooses to actively crack down on the dual citizenship. Thus, when a Japanese national holding a foreign nationality turns 20, they will be required to choose one sole citizenship (Japanese or foreign) within 2 years (ie, before the age of 22).

    Moreover, a Japanese national who acquires an additional citizenship after the age of 20 would be required to choose a single citizenship within two years of acquiring the additional citizenship.

    This would probably explain why in the case of Otomo he hesitated to become a Filipino Citizen even if he probably qualifies. He probably is aware that his future in the Philippines is not secured and would not like to lose his rights as a Japanese Citizen.
    The same may go for Minegishi. If you will recall Minegishi was suppose to be listed in the official roster of Global FC when they participated in this year AFC Cup. Minegishi was not given clearance by AFC to play for Global FC. Based on local reports Minegishi was not cleared due to some administrative error but there are also talks that Global failed to submit the required document to AFC ( passport) thus he was not accepted to participate.

    Although the Appeals Committee has come out with a decision the complainants are going to make another appeal.

    1. In the eyes of our constitution, Otomo IS Filipino. Anybody born with any or both parents filipinos, IS Filipino. His mom is filipina so he is pinoy.

    3. Interesting comments on Japanese laws. That means that Sato would have to decide before he turns 22 whether he wants to keep on playing for the Philippines and give up his Japanese citizenship. Considering how happy he looks playing for the Azkals, he might just do that.

    5. That is you. Money is not always the motivating factor everyone. Many of Indonesia's players actually gave up their former citizenship because Indonesia does not allow dual citizenship including Dutch player Sergio Van Dijk and Uruguayan Christian Gonzales.

    6. Well, there is a life after football. But giving up, not just money, but all kinds of benefits that you wont get in the Philippines, well, that is just plain stupid. I dont know the story of Sergio and Gonzales, and how big of stars they are in Indonesia, but I honestly dont think that Sato is one of the biggest sports stars in the Philippines, that he will be able to be set for life after his football career. But who knows, maybe he will get into showbiz, coz pinoys love international filipinos, if you catch my drift. Anyways, he can still move back to Japan if he decides to ditch his Japanese citizenship. Its not like he is giving up his right to live there.

    7. I wouldn't use the term stupid if I were you. Money is not everything to everyone. It won't always buy you happiness. If the football industry continues to improve in the Philippines, there will be openings as managers and coaches after his career is over and he will have a lifetime of national team memories to remember to fall back on. As I said it happens to players in other countries as well and financial considerations is not always the primary consideration.

      There's a big difference between "not eligible to play as Filipino" and "not Filipino." According to our Phil constitution (let's use that since we are not in Japan), anyone born to a Fil father and/or Mother is Filipino. I doubt the UFL solicited advice from constitutional experts.

      I agree that the UFL has rules re citizenship. So let's take a look at that.

      While we're at it, has anyone seen, touch, smelled the real document? Or is true that the UFL only examined the scanned copy?

      ANG WEIRD LANG NG UFL HA! sorry but i want to make it as intense as possible. according sa timeline, they classified him as Filipino based sa Player Reg Form since mom is pinoy (constitutionally correct) but with this decision, they're saying mali ang pag classify nila? eh di wow!

  9. Strangely the PFF has been silent about these cases although they have been furnished a copy of the decisions of both judicial bodies. With the Otomo case resolved and has been established that he is NOT a Filipino Citizen the nationality of Minegishi is still being contested.

    The PFF is the proper body and is in a perfect position to determine the nationality status of Minegishi as they have in their possession his ITC (International Transfer Certificate) issued by FIFA which should indicate his nationality. Why does the PFF not release the copy of the ITC to resolve the problem once and for all? Who are they protecting? The same thing goes for the 2 judicial bodies of the UFL. What is stopping them from verifying with the PFF the status of nationality of Minegishi or requesting a copy of the ITC of Minegishi?

    Regarding Otomo playing for the national team in a friendly match with Thailand last Nov 9 2014 ----it may not be an official friendly match but that does not mean you are entitled to field an ineligible player. Fair Play must be observed at all times!
    Even if they claim it is not an official match it is still listed in the FIFA Official website.

    1. I do not know what your agenda is, but this issue should not be allowed to go beyond the UFL. If sanctions should be imposed it should stay within the league and against the offending club. Trying to raise this issue to FIFA will not help the national team or Philippine football in general. This is typical of Philippine politics in sports(resulting in Philippine sports bodies being broken apart due to competing interests) because certain individuals prefer to advance their own personal agenda rather than consider the interest of the sport and country in general.

    2. No need to personally raise the issue with FIFA, but the possibility of FIFA taking notice is not zero. But yes parties with vested interest may do so like they did in volleyball.

    3. FIFA is a lot more lenient when it comes to friendlies. Other countries have done the same to test players before offering them citizenship. It is only when cases like these occur in official tournaments that FIFA cracks down.

    1. Not at all. Just keep it in house within the UFL. No need to bring FIFA into it. That smacks to me more like political grandstanding. We all know that sports such as basketball, chess and volleyball have their organizations broken apart with a different organization taking over. If you really have the interest of Philippine football in mind, don't follow their example.

    1. Exactly my question. They have certain rules that if FIFA stature is strictly followed, will not qualify. Example, FIFA laws on foreigners playing abroad require particular documents to be in order BUT in UFL, half if not all mostly of these African players do not have proper documents with them. This league is facing a lot of mess and incongruities in their decisions. looks like they never learn.

    2. Without proper documentation they are probably not being taxed which is a violation of Philippine laws and an insult to the law abiding tax paying Filipinos. This smacks of a lack of professionalism in the UFL. They should clean up their act if they really wanted to be taken seriously.

    2. UFL is trying to proffesionalize. But I agree with you, they still have a looooong way to go. Most of the problems we are encountering now is due to the non existence or non implementation of their own rules. They ask clubs to invest a lot, they pay clubs late, years late, and they treat clubs like shit (hello brightstar).

  16. Consider the timeline:

    1. Sep 2014 Global signed Satoshi as foreigner.
    2. Jan 2015 UFL classified him as Filipino WITHOUT any request or prodding, written or otherwise, from Global. Ask the UFL, they will confirm.
    3. April 23 2015 Global dropped Satoshi from roster. UFL announced it on 27th of same month.
    4. May first week, Global "submitted" the government issued document to UFL after the UFL requested through text and then email. Days after Satoshi was dropped from the roster.
    5. May 2015 Global played first game in UFL Cup, after Satsohi has been dropped.

    Now the pertinent questions:
    1. Is the document fake? Is the UFL the right authority to determine if it is fake? Who were the legal and government (since govt issued the document) experts the UFL employed in the case. Until now, the authenticity of the document has never been absolutely debunked.

    2. From UFL discomm and appeal decision, it cited the "use" of a falsified document to "deceive" the league. First the term "use", how did Global use the document to make Satoshi a Filipino in the eyes of the UFL? When months before it was "submitted", the UFL already classified him as Filipino, again, bears repeating, without any request from Global.

    On deceiving. Global could have easily not given the document in question. The player is off the roster already. But still they gave it to UFL upon their request.       The UFL players reg form, for the benefit of everyone here, is filled up by the playe. Satoshi wrote there Japanese-Filipino. That was in Sep 2014. After submitting that form, he was classified as foreigner in the League Cup tournament in 2014. But by Jan 2015 he was made Filipino. I don't see how Satoshi writing Japanese Filipino in his player reg is some form of request from Global. Satoshi has every right to write that down since he has a Filipina mother. Denying him that would be racist.

      This shows that UFL reclassified Satoshi by January only. If you use the reg form as a request from global, then he should have been made Filipino at the start, or since his first tourney which is the league cup.

      As for the submission, it's true that someone from global emailed it to the ufl. It was unathorized. Even the club reps in the tech comm meeting were surprised that the league had a copy. But what is more striking and more vital to this case is that it was submitted on May 8 or after player was out of the roster. So it was actually never used to make him Filipino, how could it when the player was already out? And he was made filipino in January pa. Consider fifa rules, you have to "use" document to "deceive", if you are a logical person you would never ever think that it was "used", how much more to "deceive".

      Did the ufl appeal and discomm examine the original document? Or a scanned copy of same? Are they willing to reverse decision if stamp is there? Because it has. And it came from the government.

    There are more to life than money, yes. But as previously stated, other countries, specially richer countries have benefits that are far beyond what the Philippines can offer, unless you are very rich. Giving them up is to me stupid, and I wouldnt even consider giving up benefits that would help me and my family just for lifetime memories of the azkals. Memories wont put food on the table for me and my family, memories wont help me with my medical bills, memories wont help me with my financials if im not able to get a job, and it will certainly not help me put a roof over our heads. With that said, yeah, football is growing and getting more popular. But it isnt taking off either. Look at the UFL, free attendance, but are the bleachers full?

    He can definetely be a coach in the future, and thats good business in the Philippines, depending where you are, but I wouldnt just give up Japan quite yet if I were him. As said, he can still live in Japan if he decides to choose the Philippines. He wont be giving up his right to live there just because he gave up his japanese passport.

What motivates someone to join the army? It is not always money. Some want to serve their country, to do something bigger than themselves, or are looking for adventure, or glory, or to prove themselves as men. Same thing with football or any other sport. You start playing because you love the sport. You dream about someday playing in the World Cup, which is the ultimate achievement for any football player. Even whey you turn pro, you still dream of playing internationally. Take for instance Jerry Lucena. Denmark doesn't recognize dual citizenship either. Yet he wanted very much to play internationally, so he hired lawyers to find a loophole in Danish law, so he can fly halfway around the world so he can play for the Philippines, while retaining his Danish citizenship. When asked recently why he choose to continue working as a player coach, his response was “(The) National Team offers a lot of adventure, and it is something that gives a little extra spice in my world,” added Lucena. “We have a World Cup qualifier, where we are (in) a group of five teams and (it) is running until March next year, and therefore it is also important to me that I can continue to get training at the highest level.” It is all about passion my friend, something that you probably wouldn't understand.

      1. Is document fake? No it is not. A governement agency issued the document. It is not from recto as you said. Please do not mislead people. Given that, I would not be surprised why Global deemed it authentic.

      2. How did Global use document to make Satoshi a Filipino in eyes of UFL? It did not use the document for that manner. Consider this absolute, irreputable, incontrovertible, beyond question, beyond doubt fact: Global gave the document in May 2015. UFL made him Filipino in January 2015. So 5 months after he was reclassified as Filipino, did the UFL get the doc. So how did that ever constitute Global using the document in making him a Fil? It never ever was used.

      In fact here is the mind blowing fact you should consider. The document in question was given to UFL a full 15 days or half month after Satoshi was dropped from Global roster. Only a wicked and nasty mind would conclude that it was used by Global for the purpose of making him Filipino. Using a document for someone out of the club already, out of the country already, AND according to UFL a Filipino already - is the height of stupidity. The fact is, it was never ever used by the UFL in classifying Satoshi as Filipino in January. Fact. Fact. Fact.

      3. Why was Global expelled from Cup? I honestly don't know why. The FIFA rules, yes it mentions expulsion from tournament, but that would only apply to tournament in question.

      Satoshi a. Was not part of roster of cup, b. He did not play a single second in that tourney, c. He was dropped by Global prior to start of Cup.

      Just because it says expulsion in FIFA rules does not mean expulsion in "any" tournament. That would be stupid.

  25. The Birth Certificate of Otomo was being requested by UFL because there were teams who were questioning the nationality status of Otomo. This was unknown to many as the UFL was tightlipped regarding the matter.

    Even if Otomo left Global after the 1st leg of the League this does not exonerate Global and Otomo from any possible violation during the 1st leg of the league where Otomo was a participating player and considering the league is still ongoing.

    Initially the falsified BC was not submitted to the UFL therefore there was no violation yet regarding falsification of documents or the use of falsified documents. The only possible violation would be the failure of Global FC to complete the documentation of Otomo as required by the tournament regulations which could have caused Global to forfeit several or all of its matches during the first leg of the league. UFL rules states that a player with incomplete documentation is NOT eligible to play.

    The violation on falsification of documents or the use of falsified documents occurred upon the submission of the falsified BC of Otomo submitted by the Liaison Officer of Global FC upon the request of the UFL. This is regardless if Otomo was already dropped from the Club. Global used the falsified document in an attempt to prove that Otomo was a Filipino and was qualified to play as a Filipino player in the first phase of the League to avoid point deduction or forfeiture for fielding in Otomo as a Filipino player.

  26. The UFL Player Registration Form basically contains the general information of the player. After the player has completed the form he has to affix his signature on the form certifying that all above information provided is true and correct. Included in the same document is a clause that the Club is requesting the UFL to register the player who completed the said form.

    Generally the classification of players by the UFL is not based on request but based on the information provided by the Club and player in the official registration forms. In the case of Otomo his player registration form indicated that he was Japanese/ Filipino. Global initially did not submit any documentation as proof that Otomo is indeed Filipino which actually is a breach of UFL Regulations.

    Although initially Global had no documentation to prove Otomo’s Filipino Citizenship –the UFL did not question his claims or demand proof that he was Filipino because 2 months before the UFL League exactly on November 9, 2014 he was part of the Philippine National Football Team roster and actually played in a friendly match vs. Thailand. Although some argue that the match was not an official FIFA Match nevertheless authorization and organization of international matches between Football Association teams has to still be in accordance with the FIFA Statutes, AFC Statutes and any relevant FIFA or AFC Regulations. It is unheard-of in Philippine Football that a foreigner was allowed to play with the Philippine national team in a friendly. This is the most logical answer why initially UFL did not question the Filipino citizenship of Otomo as indicated in his player registration form.

    The UFL only requested proof from Global regarding Otomo’s Filipino Citizenship when certain club teams started to doubt the eligibility of Otomo to play as Filipino. Global is/was mandated to comply with the request of UFL.

    Again since the league is still on going and considering that ineligibility of a player is considered in football as a “continuing offense” the complainants have every right to question the eligibility of Otomo regardless if he had been dropped by Global. UFL Regulations stipulates: “The ineligibility of a player is considered a “continuing offense” and any protests regarding the same may be entertained even after the twenty-four (24) hour period from the game the ineligible player took part in or even after such player has become eligible.”

    In the case of Otomo his mother is a natural born Filipino citizen. What is important to determine is what was the nationality of Mrs. Otomo at the time of Otomo’s birth? Based on the information we received Mrs. Otomo lost her Filipino citizenship due to naturalization in a foreign country. Therefore, for Satoshi Otomo to be recognized as a Filipino his mother must first apply for reacquisition of Philippine citizenship. When Mrs. Otomo has re-acquired Philippine citizenship only then Satoshi will be qualified to be a Filipino Citizen by applying for Recognition of Filipino Citizenship and taking an oath of allegiance to the Republic.

    2. wow is that Latin? Rock and Roll to the world! You are correct about the blood thing, but unfortunately our Immigration law says "jus sanguinis" means the citizenship of the parent. Not like the US where it is "jus soli" place of birth. Marunong din ako mag latin. Rock and Roll to the World! So we both agree that Philippine citizenship is based in "jus sanguinis". By virtue of that then Otomo and Minegishi are Japanese because their mothers were JAPANESE CITIZENS when they were born.

      So let's tell GLOBAL that whole protest is not based in jus ko po naman, so that solves the case? GLOBAL guilty of falsification because they thought jus ko po naman meant they can do whatever they want because they are GLOBAL?   28. Did the ufl appeal and discomm examine the original document? Or a scanned copy of same? Are they willing to reverse decision if stamp is there? Because it has. And it came from the government.

    As for satoshi's affidavit, let's just say it's not as clear cut as it looks. Some people, bad selfish people used him and called his mom too. Only for the affidavit to pin satoshi down for a crime. How low and evil can you get?

    According to our source the people who contacted Otomo’s mom had only one intention that is to ferret out the truth regarding the nationality status of Otomo and the authenticity of the Birth Certificate of Otomo. If the intention was to pin down Otomo those people could have done so as soon as the affidavit was signed and released. On the other hand from another source disclosed to us that Global also contacted Otomo and his mom several times pressuring them to withdraw the affidavit of Otomo. It is our understanding that some of these conversations were recorded.

    3. When will know their decision. The tentative start of UFL Cup Round 16 is August 15 to 18 , so if Global going to play there they dont have much time.

Ngunit nakasaad sa rules and regulations ng liga, dapat 3 minimum ang miyembro nito para maka pag desisyon sa kaso.   33. The final decision most probably will be from PFF the sanctioning body as we have been informed that the concerned parties have elevated the case to PFF.

    The Executive Committee is composed of one representative from each of the ten (10) current 1st Division clubs, one representative from the 2nd Division clubs, three representatives from the Football Alliance and one representative from the United Football Clubs Association. The Executive Committee is chaired by Mr. Randy Roxas President of UFL.

    No one knows when the PFF will come out with the final decision, there is a procedure that to be followed based on FIFA DC.

    Otomo registered himself as a Filipino/Japanes on his registration form. He also played the whole UFL round 1 as a Filipino. Global fielded 5 foreigners during some games that OTOMO played. If it is true that the UFL mistakenly declared OtOMO as a local, then why did GLobal field 5 more foreigners plus OTOMO? Because Global registered him as a FIlipino. The same was done with Minegishi, which is also being contested by some teams.

    This is how ridiculous this blog is getting. Arguing what is fake or falsified, and what was intention and who said what is not the POINT! The point is: OTOMO and MINEGISHI were both born in Japan. Unlike the other FILFOREIGNERS with the Azkals and the other UFL teams, Otomo and Minegishi has not Philippine Passport. If all these documents that both players have qualify them to get their passport, then how come they still don't have a Philippine passport? Maybe the simple truth is not because their mothers are not PInays, but because they do not have all the documents needed by the BI and DFA for them to apply to become Filipinos and get their Philippine passport.Until that time comes the FACT FACT FACT is mute and immaterial.     1. The news article does not reflect the true and exact decision of the UFL Appeals Committee. Global was fined and expelled for the breach of Article 61 (FORGERY & FALSIFICATION) of the FIFA Disciplinary Code and not just breaching the 5 foreigner rule.

      Here is the exact text of the decision of the UFL Appeals Committee:


      D. Further, the Appeals Committee concurs with the Disciplinary Committee that Global FC and Satoshi Otomo are in violation of Paragraphs 1 and 5, Article 61 of the FIFA Disciplinary Code by using a forged or falsified document with the UFL. Mr. Otomo is sanctioned with a Six (6) match suspension. Global FC is sanctioned with a fine of TWO HUNDRED FIFTY THOUSAND PESOS (P250,000.00).

      E. Finally, the Appeals Committee finds that there is substantial evidence to conclude that Global FC is responsible for using a falsified document. Therefore, based on Article 61.5 in relation to Article 61.1, which states that:

      “1. Anyone who, in football-related activities, forges a document, falsifies an authentic document or uses a forged or falsified document to deceive in legal relations will be sanctioned with a fine”

      5. A club may be held liable for an infringement as defined in par. 1 committed by one of its officials and/or players. In such a case, an expulsion from a competition and/or a transfer ban may be pronounced in addition to a fine for the club concerned.”

      Simply put, if a club or team uses a forged or falsified document to deceive in legal relations, whether by an official and/or any of its players, an expulsion from a competition, in addition to a fine, may be imposed. Thus, EXPULSION from a competition will be carried out in addition to the fine set above.

      To further clarify, it does not matter who the perpetrator of the falsification of the submitted birth certificate is; but rather, upon the use of such document, such as its submission to the UFL, the respondent becomes liable for its use. Likewise, the respondent cannot now claim that the submission was unauthorized since it is their liaison officer who submitted it to UFL. Their recourse is to castigate and even fire their employee for doing something against the club’s interest. Again, let it be reminded that these proceedings are not, strictly speaking, a court of law, but an internal matter applicable to the members of UFL alone. Only a scintilla of proof/evidence is needed and not proof beyond reasonable doubt is needed to resolve the matters set forth.


      As such, the Appeals Committee decided that expulsion of Global FC will take effect in the 2015 UFL CUP.

  44. I may agree with the UFL's decision, but I think expulsion is too much of a penalty. It's enuf that Otomo got expelled from the Cup and the points reversed. But THE ENTIRE CLUB? It's obvious that someone is up for a personal vendetta. Someone from CERES is surely trying to get control of the UFL. Hinay hinay lang. Baka sumabog kayo sa kasakiman. Eto namang ibang club - uto-uto! Hoy Stallions, Kaya at Loyola - manalo muna kayo. Then yun magingay na. Eh mga pinagiwanan na kasi kayo.

    the reversed red card on on Misagh? yes, napatunayan din na dapat i reverse ang penalty BUT again, it was decided, AFTER ma sigurado di na makakalaro si Misagh for the crucial match against, if i'm not mistaken, Kaya or Meralco. so tell me, sino may problema? hehe yes, Global fans kami because we see it is a people's club embracing everyone who loves and learning to love the game. unlike other clubs na feeling ng fans sila lang ang marunong. ppffft!
